[1] Heard Mr. Th. Mahira, learned counsel for the petitioner. [2] It is stated that National Sports University, Imphal issued an NIT dated 25.11.2025 for hiring 5 (five) vehicles on monthly basis under two bid system (Technical and Financial) for a period of one year and extendable on year to year basis subject to satisfactory performance of the agency/firm/individual. The petitioner and two other firms have submitted their bid to the NIT dated 25.11.2025. It is stated that as per financial bid issued by the respondents, for vehicle No. 1 and vehicle No. 2, private respondent No. 5 is the lowest bidder, for vehicle No. 4 and vehicle No. 5 one IBOGO is the lowest bidder and for vehicle No. 3, petitioner is the lowest bidder. [3] Mr. Th. Mahira, learned counsel for the petitioner, submits that the petitioner has no grievance in awarding vehicle No. 1 and vehicle No. 2 to private respondent No. 5 and vehicle No. 4 and vehicle No. 5 two lowest bidders one IBOGO. However, the petitioner has been informed that his bid has not been considered for vehicle No. 3 and the same is awarded to private respondent No. 5.

[4]           Issue notice.
    [5]             Mr. W. Darakishwor, learned Sr. PCCG accepts notice on
   behalf of respondent No. 1.
   [6]             Petitioner is directed to take step to respondent Nos. 2 to
   5 by dasti.
   [7]             Mr. W. Darakishwor, learned Sr. PCCG, submits that the

Union of India has not much role and respondent Nos. 2 to 4 who are National Sports University and its officers are the authority who have taken decision.

[8] Mr. Th. Mahira, learned counsel for the petitioner, submits that the petitioner has no complete address and details of respondent No. 5 and he may be permitted to serve respondent No. 5 through respondent No. 4.

   [9]             The prayer is allowed.
   [10]            Respondent No. 5 may be served through respondent
   No. 4.
   [11]            List this case on 18.02.2026.
   [12]            The prayer for interim relief will be considered on the next
   date.
   [13]            Registry is directed to reflect the name of Mr. W.

Darakishwor, learned Sr. PCCG in the cause list in place of Mr. Nongdamba, learned counsel.
