Mr. S. Biswajit Meitei, learned senior counsel assisted by
Ms. Ishwori, learned counsel appeared for the writ petitioner in WP(C)
No. 853 of 2023; Mr. L. Sevananda Sharma, learned counsel appeared
for the petitioner in WP(C) No. 145 of 2023; Mr. S. Nepolean, learned GA
appeared for the official respondent and Mr. N. Umakanta, learned
counsel appeared for the private respondent.
[2] It has been submitted at the bar that exchange of pleadings
are complete and the matter has been fixed for final disposal. However,
Mr. HS Paonam, learned senior counsel has entered appearance and
made a submission before this Court that a writ petition being WP(C) No.
129 of 2024 raising the same issue as in the present writ petitions was
filed before this Court and the said writ petition was heard by the Hon'ble
Chief Justice, as the said matter cannot be taken up by this Court. The
learned senior counsel further submitted that the said writ petition has
been fixed for listing on 04-04-2024 and that to avoid passing of any

conflicting orders, it will be proper to club the said 3(three) writ petitions
together for joint hearing.
[3] Taking into consideration the submission made by the
learned counsel, this Court is of the considered view that it will be just
and proper to club all the analogous writ petitions together and to hear
the matter jointly and to dispose of the same by a common judgment and
order.
[4] As this Court cannot take up WP(C) No. 129 of 2024,
Registry is directed to list the present cases along with WP(C) No. 129 of
2024 after obtaining the approval from the Hon'ble Chief Justice on the
administrative side.
[5] A copy of this order be furnished to the learned counsel
appearing for the parties through their WhatsApp/e-mail during the course
of the day.
