Petitioner's contention is that once Hon'ble the Governor had granted pardon to the petitioner exercising his power under Section 161 of the Constitution of India, then stigma of conviction stands wiped off and, therefore,
reinstatement will be the natural consequence.
Reliance is placed on the judgment of the Andhra Pradesh High Court in the case of The Deputy Inspector General of Police, North Range, Waltair and another Vs. D. Rajaram and others AIR 1960 AP 259.
Learned counsel for the parties seek time to prepare the matter.
