After hearing learned counsel for the State, the present petition is disposed off with liberty to the petitioner to file a representation along with the relevant record and judgment of the Courts before the competent authority within a period of one month from today and if such representation is submitted the same shall be considered and decided by the competent authority in accordance with law, within a period of two months thereafter by passing a reasoned and speaking order.
