        Writ petition (civil) praying inter alia that in the circumstances
   stated in the affidavit filed along with the WP(C) the High Court be
   pleased to issue an interim direction commanding the 2nd respondent to
   provisionally grant permission to erect a temporary hot-mix plant as
   sought for by the petitioner in Exhibit P1 application in the light of the
   law laid down by this Honourable Court in the decisions reported in Jolly
   George v. George Elias and Associations (2022 1 KLT 8 and Tomy Thomas v.
   State of Kerala (2019) 3 KLT 987, pending disposal of the writ petition.

        This petition coming on for admission upon perusing the petition and
   the affidavit filed in support of WP(C) and upon hearing the arguments of
   SRI.P.DEEPAK, Advocate for the petitioner, the court passed the following:
