     This Contempt of court case (civil) having come up for orders on
19.11.2021, the court on the same day passed the following:

                                              ORDER

It is so unfortunate that so far the directions

issued in the judgment to frame Rules has not been

complied with. Today also, the learned Prosecutor

Sri.Denny Devassy wanted some more time. It is

submitted that the proposed Rule will be placed before

the Cabinet on Wednesday and it will be published on

the next day itself. Last time, it was ordered that

in the event of non-compliance, charge will be framed

against the concerned officials and hence, grant of

further time is strongly objected by the other side.

It is submitted that the State Government may be

directed to submit a status report regarding the

territorial jurisdiction and functioning of the

competent authority and the stage of various

proceedings. Hence there will be a direction to that

effect.

Call on 29/11/2021 for reporting compliance and

for status report.
