The matter is being taken up through Video Conferencing. Learned counsel for the parties have no objection with it and submitted that the audio and video qualities are good.

Learned counsel for the respondents / State, Mr. Mithilesh Singh, G.A.-IV has submitted, that the supplementary counter affidavit filed by the Ujjwal Minz, son of Late Alfred Minz, District Sub Registrar, Dhanbad dated 18.08.2022 may not be considered as proper by this Court at this juncture, as amendment in the Registration Act vide Section 22-A, which has already been declared ultra vires by the Hon'ble Supreme Court vide judgment passed in the case of State of Rajasthan & Others Vs. Basant Nahata reported in (2005) 12 SCC 77, is under consideration before the State Government as such, this Court may not rely upon the supplementary counter-affidavit dated 18.08.2022. State will place the current status taken, by the State Government in this regard.
Learned counsel for the petitioner, Mr. Birendra Kumar has submitted, that the matter is pending since 2018.
Let the matter appears before this Court on 21.12.2022 under the same heading.
In the meantime, State must file fresh supplementary counter affidavit.
