9/11.02.2022 These petitions have been heard through Video Conferencing in view of the guidelines of the High Court taking into account the situation arising due to COVID-19 pandemic. None of the parties have complained about any technical snag of audio-video and with their consent this matter has been heard.

Supplementary show cause has been filed on behalf of the O.P.no.4 wherein it has been stated that a sum of Rs.4,01,018/- has been paid to the concerned college. The order in the case of Prashant Kumar Mishra and Ors. v. State of Jharkhand on the basis of which the writ petition was allowed, speaks otherwise. This is not the compliance of the order in its letter and spirit. By the last order, last indulgence was provided to comply the order but the order has not been complied with. However, four weeks' further time is allowed to comply the order in its letter and spirit in terms of the judgment passed in the case of Prashant Kumar Mishra and Ors. v. State of Jharkhand (supra).

The learned counsel for the O.P.No.4 submits that the order will be complied with.

On such submission, the matter is adjourned for further four weeks.

If the order is not complied by the next date, the Court will consider to call O.P.No.4 in personal appearance.

O.P.-State is also directed to comply the order. If the fund has not been released in favour of the University in terms of the order passed in the case of Prashant Kumar Mishra and Ors. v. State of Jharkhand(supra), the State shall release the same in favour of the University.

Post after four weeks on the assigned day.
