ensure that the judgment would be implemented in letter and spirit.

However, such implementation has not been carried out. Let a ROBKAR

is hereby issued against Mr. Sanjay Gupta, Director, Animal Husbandry

Department, Jammu, directing him to show cause as to why he should not

be held liable for deliberate disobedience of the order of this Court.
