Counsel appearing for the petitioners submitted that suffice it will be for the disposal of this writ petition that this writ petition be treated as representation before respondent No.3 and a suitable direction be given to respondent No.3 to decide the representation in accordance with law, rules, regulations and Government policy applicable to the facts of the present case.

2. In view of this limited submission made by the counsel for petitioners, we hereby direct the respondent No.3 to treat this writ petition as representation and decide it in accordance with law, rules, regulations and

Government policy applicable to the facts of the present case after giving an adequate opportunity of being heard to these petitioners. The representation will be decided by the respondent No.3 as early as possible and practicable.
