Shri Sitani, learned counsel for the petitioner submits that the position in the instant matter is covered by the judgment of the Hon'ble Apex Court in Union of India and another Vs. Tarsem Singh and others, reported in (2019) 9 SCC 304, para 52 and the orders passed by this Court, in Writ Petition No. 8423/2019 dated 27.02.2020 and Writ Petition No. 6483/2019 dated 03.03.2020.

2. Issue notice to the respondents, returnable in two weeks.

3. Mr. Ukey, learned Addl.GP waives notice for respondent Nos. 1 & 2.
