ORAL JUDGMENT:-

.               The     petitioner   is   appointed   on   compassionate             ground

pursuant to the interim order passed by this Court on 19.12.2005. The

provisional approval is granted to the appointment of the petitioner for

the post of Part Time Librarian.

2. The only reason it appears for not granting approval to the

petitioner was that at the relevant time there was ban on recruitment.

3. The person to be appointed on compassionate ground does

not have to undergo the selection process. The Government Resolution

relied may not apply in such a case. Moreover, the provisional approval

has already been granted to the petitioner, the same shall be made

absolute and final. Rule accordingly made absolute in above terms. No

costs.
