2. It is the case of the Writ Petitioners that they have been working for the last thirteen (13) years in the Respondent University under Contract of Employment. It is also submitted that transparent selection process has been adopted by the University in their selection and based on certain fixed criteria the Writ Petitioners were selected and appointed as Employees on contract basis, extendable every three years. They are seeking regularization as Main Relief and are seeking payment of Minimum Time Scale as Interim Relief.

3. The Writ Petitioners relied on State of Punjab Vs.Jagjit Singh and others 2017 (1) SCC 148, for payment of claim.

4. Learned Senior Counsel has drawn the attention of this Court to Para No.57 of the said Judgment to contend that the Writ Petitioners are also entitled for Minimum Time Scale as Contractual Employees.

5. Having heard Sri Surya Narayana, Learned Government Pleader for Respondent No.1, Sri Suresh Anand, Learned Counsel for Respondent No.2 and Learned Government Pleader for Higher Education, this Court is of the view that as an Interim measure the Writ Petitioners shall be paid Minimum Time Scale during the pendency of this case.

6. Accordingly, Interlocutory Application No.1 of 2022 is ordered.
