The instructions given to the learned Government Pleader show that from 1994 onwards, School Assistants were being redeployed and working as District Coordinators based on the recommendations of the DEO about the candidates working in Government Schools/Zilla Parishad Schools. He also submits on instructions that a three member committee has given a memo dated 11.12.2019 specifying the guidelines for selection of School Assistants for selections of District Coordinators from the School Assistants working in Zilla Parishad Schools. Therefore, he submits that this is not a fresh infusion of candidates pertaining to Zilla Parsiha Schools. In addition, he also submits that the petitioner, who participated in the selection process cannot challenge the eligibility criteria. He also relies upon a judgment of the Hon'ble Supreme Court of India in D.Sarojakumari v. R.Helen Thilakom1.
This Court is of the opinion that a detailed counter affidavit is necessary. The only concession that can be given to the petitioner is that since he has applied for a post in East Godavari District, if any
