The amendment application is allowed with liberty to counsel for respondent to raise all the objections available against amendments proposed in writ petition including merits.

Learned counsel for petitioner is granted a week's time to submit amended copy of writ petition after serving copy upon counsel for respondents. Counsel for respondents are granted 3 weeks' time thereafter to file reply to amended writ petition.
