We have heard Sri Ajay Kumar Patel, learned counsel for the petitioner, learned Standing Counsel for the State-respondents and Sri Neeraj Tripathi, learned counsel for respondent nos.3 and 4.

Pursuant to the order dated 12.07.2017 and 02.08.2017 Sri Neeraj Tripathi, learned counsel for the respondents states that enquiry has been completed and he is in possession of the enquiry report.
