The review application is liable to be dismissed on two grounds:

(a) Learned counsel, who has argued the matter earlier has not filed gthis review application.

(b) The Division Bench has taken into consideration the relevant bye-laws and has recorded a finding that no licence is required to be obtained by the Gaon Sabha from Zila Panchayat. 

There is no merit in the review application, it is accordingly rejected.
