An application has been filed by Naresh Kumar seeking impleadment in the writ petition as a party respondent. The application is not opposed by Pt. S. Chandra, learned counsel for the petitioner. It is accordingly allowed. Petitioner is directed to implead, Naresh Kumar as respondent no.9 to the writ petition within one week.

Notice on behalf of  respondent nos. 1 to 5 has been accepted by learned standing counsel.

Issue notice to respondent no.6 and 7. Steps to be taken within three days by registered post as well as by dasti summon.

List alongwith the connected matters in the week commencing 8th December, 2014. In the meantime, respondents may file counter affidavit, if they so desire.
