In the meantime, learned Standing Counsel will seek instruction in the matter as to how and under what circumstances, the authorities have passed an order that no preliminary enquiry is conducted in the case of Bhagwan Das and Indal Yadav posted at the Police Station Jhunsi, Allahabad.

Let the authorities appear before this Court in person on 1.4.2014 and explain.
