Argument is that petitioner was earlier transferred from Agra to Ballia by order dated 25.9.2012 which was stayed by this court on 11.10.2012 and petitioner continues to work at Agra.

It is further submitted that by mounting pressure, on 20.6.2014 a letter was got written/singed that he may be shifted in some other block but that was not voluntary act of the petitioner. Complaint in this respect was made by his wife on 24.6.2014 (page 44 of the writ petition) but now by order dated 26.6.2014 petitioner has been placed under suspension.

Submission is that besides the aforesaid the charges/ground as mentioned in the impugned order are just routine  and ambiguous as the allegation that petitioner has not taken any interest in preparing book-let for the visit of the Chief Minister and he does not take active participation in various activities, are too vague.

Be as it may,  matter needs to be inquired for which a charge-sheet is to be served as stated in the impugned order itself and petitioner is to cooperate in the inquiry which is to be taken to its logical end.

So far the order of suspension dated 26.6.2014 is concerned this court is satisfied that on the facts and details so noticed petitioner has made out a case for grant of stay.

Accordingly, the order of suspension dated 26.6.2014 (Annexure-11 to the writ petition will remain stayed but the inquiry against the petitioner will proceed with all expedition to which petitioner undertakes to cooperate.

Respondents are to to file counter affidavit by the next date.

List this matter after six weeks.
