This restoration application has been filed with certain delay. The delay has duly  been explained in the affidavit filed in support of the delay condonation application. The application for condonation of delay is, accordingly,  allowed and the delay is hereby condoned.

The  restoration application is, accordingly, allowed. The order dated 16.7.2013 dismissing the writ petition  is hereby recalled and the petition is restored to its original number.
