The petitioner claims to be the prospective candidate for the appointment of Guest Lecturer on honorarium basis. It is the case of the petitioner that he has been appointed as the Guest Lecturer for the periods 2009-10 and 2010-11. However, he has not been engaged for the periods 2011-12 and 2012-13. Now the petitioner is challenging the appointments of respondent nos. 5 and 6 in the C.M.P. Degree College, Allahabad as the Guest Lecturer on the ground that their appointments have been made as the Visiting Faculty of Resource Persons (Guest Lecturers) without following the process of selection as contemplated in the guidelines given by the University Grants Commission. It is further submitted that the University has granted approval on 15.10.2013, which is Annexure-17 to the writ petition, illegally without examining that the appointments of respondent nos. 5 and 6 were made without following the procedure of selection.

Respondent nos. 2 and 3 are represented by Sri S. Shekhar, Advocate. Respondent no. 1 is represented by Sri B.D. Pandey, Advocate.

Issue notice to respondent nos. 4, 5 and 6. The petitioner may take steps to serve the respondent nos. 4, 5 and 6 by registered post as well as by dasti summon.

Let all the respondents file counter affidavit within a week.

Put up on 12.11.2013 as fresh.

A certified copy of this order be provided to the learned counsel for the petitioners today on payment of usual charges.
