       None is present for the petitioner.

       Learned Standing Counsel appearing for the respondents states that instructions, as mentioned in the Order dated 24th September, 2013, have been received by him on telephone, and as per the instructions, the Appeal mentioned in Paragraph 16 of the Writ Petition has already decided by the Divisional Commissioner concerned on 28.9.2013.

       Learned Standing Counsel further states that detailed instructions are awaited in the matter.

       As none is present for the petitioner, the case is directed to be put up as fresh on 31st October, 2013.
