The petitioner is entitled for the payment of Rs.56,597/- towards three installments. Two installments have already been received by the petitioner. When the third installment could not be paid, the petitioner approached this Court. On 8.10.2013, this Court has passed an interim order and directed the respondent nos. 3 and 4 either make the payment or show cause. Till date, neither the payment has been made nor any counter affidavit has been filed or cause has been shown.

On 30.10.2013, when the matter was taken up, Sri Y.S. Bohra, Advocate, filed counter affidavit on behalf of respondent no. 4 and submitted that the amount is to be sanctioned by the respondent no. 3 and annexed the copy of the letter sent by the respondent no. 4 to respondent no. 3 for sanction of the amount. Till date, the amount has not been paid.

In view of the above, we direct the respondent no. 3 to sanction the amount within a week from the date of presentation of certified copy of this order and respondent no. 4 is directed to pay the amount within another period of one week and to show cause that for withholding the amount illegally why the interest may not be awarded.
