Writ Petition is disposed of with the direction to Prescribed Authority/ J.S.C.C., Gorakhpur to decide P.A. Case No.24 of 2009, Manoranjan Agrawal Vs. Smt. Shahnaz Parveen, which is a release application under Section 21 of U.P. Act No.13 of 1972 very expeditiously. All efforts must be made to decide the release application before 31.03.2012 provided that certified copy of this order is filed before the court concerned within ten days. Absolutely no un-necessary adjournment shall be granted to any of the parties. If the court below is inclined to grant any adjournment in any form to any of the parties, then it shall be on very heavy cost, which shall not be less than Rs.300/- per adjournment payable before the next date failing which defaulter party shall not be permitted to participate in the proceedings of the case.
