Supplementary counter affidavit filed today, the same may be placed on record.

The grievance of the petitioner is that despite the order passed by the learned Single Judge Hon,ble S.U. Khan, J. in Writ Petition No. 23582 of 2012 dated 20.7.2012 though the petitioner has been allowed to join but has not been allowed to work.

Learned Standing Counsel states that the Government vide order dated 16.3.2012 has issued an order not to permit the petitioner to work and, therefore, the petitioner is not being allowed to work.

Learned counsel for the petitioner states that the same ground is being taken by the respondent which has been taken earlier, therefore, the stand of the respondent is not justified.

Since the matter has been earlier adjudicated by Hon'ble S.U. Khan, J., it would be appropriate that the petition may also be heard by him. Let the file be placed before Hon'ble the Acting Chief Justice/Senior Judge for nomination of the Bench.
