Colleges across the state are closed, but when it comes to ragging, Madhya Pradesh still ranks 2nd in the country. The majority of the complaints made have been for harassing students during online classes, WhatsApp groups & other social media platforms.
As per the UGC record, MP has seen 23 complaints so far since June 2020 & the number is growing. Bihar and Odisha are other states which are on par with MP. Uttar Pradesh is leading the complaints tally with 67 complaints so far. Despite the ongoing Covid-19 pandemic, close to 300 ragging cases have already been reported at the University Grants Commission (UGC) helpline from educational institutions across the country since June 2020.
MP seems to have failed in tackling ragging on the campus. According to UGC anti-ragging helpline data, MP has been one of the top 3 states in the country on ragging complaints front, for the last several years. In fact, 2019 witnessed the highest number of ragging complaints in the last decade in Madhya Pradesh.
The UGC data revealed that 132 ragging complaints were filed in 2019. This was the highest number of complaints filed from MP ever since the UGC started the online facility in 2009.
Before this, 104 & 100 complaints were filed from MP in 2018 & 2017, respectively.
Experts said, tough state legislation is required to curb the menace.“There is no deterrence; it is difficult to handle the situation in the absence of state legislation,” said Bhopal district court lawyer, Deepak Gour. “Ragging is rampant in colleges even when they are closed; this fact is enough to understand the need for a state legislation,” he said.
