All electric vehicles bought in Uttar Pradesh are exempt from paying registration fees, the Govt said in a notification that puts on track the state’s EV policy announced last October.

Registration charges are usually 8-10% of the vehicle cost in Noida.

“The motor vehicles shall be given 100 percent exemption of tax specified for Electric Vehicle (EV) purchased & registered in Uttar Pradesh. The exemption is applicable on any electric vehicle (EV) purchased & registered in the state of Uttar Pradesh from the date of notification of Uttar Pradesh Electric Vehicle Manufacturing & Mobility Policy, 2022, dated Oct 14, 2022, up to Oct 13, 2025,” the notification by UP principal secretary L Venkateshwar Lu said on Thursday.

Siyaram Verma, assistant regional transport officer (administration) for Gautam Budh Nagar, said on Friday that till now, EVs were charged 8-10% as registration tax in UP.

Verma said, “Earlier, if an EV cost was Rs 10 lakh, a buyer had to pay Rs 1 lakh as tax. This waiving of tax will motivate more people to buy environment-friendly EVs".

In Oct 2022, the UP Govt had announced a new policy to encourage faster adoption of EVs in the state. Exemption in registration fees, discounted costs & subsidies were among the incentives proposed.

So far, there are few commuters who use EVs as personal vehicles.

Data shows that Gautam Budh Nagar has around 8.6 lakh registered vehicles in the district, of which 12,500 are EVs.
Out of these, only 99 are four-wheelers, 511 e-carts, 1,604 two-wheelers, 1 bus, 12 motor cabs, & the majority, e-rickshaws.
Last year, Noida Authority had set up 69 EV charging stations across the city but most of these are lying unused, TOI reported earlier this week.

Abhijeet Sinha, an EV user & resident of Sector 143 in Noida, said that the Delhi government has been offering 100% tax exemption on EVs for some years.

“This is why many people from NCR would prefer to buy EVs in Delhi. This is a good move that UP has offered similar tax exemption & it will motivate locals to buy EVs in Noida,” Sinha, who is also project director of National Highways for EV (NHEV), said. NHEV, he said, is working to start commercial operations for an e-bus from Noida to Agra.

The notification also clarified that the exemption applies to automobiles using electric motors that are fuelled by batteries, ultra-capacitors or fuel cells. This includes all two-wheelers, three-wheelers & four-wheelers, strong hybrid electric vehicles (HEVs), plug-in hybrid electric vehicles (PHEVs), battery electric vehicles (BEVs) & fuel cell electric vehicles (FCEVs).
