NHRC pleads before Supreme Court: 'We have become Toothless Tiger', unable to function

NHRC can not take any action but only make recommendations.

National Human Right’s Commission (NHRC) has petitioned Supreme Court with the grievance that it has become a “toothless tiger”.

The apex Human Right’s body has complained about the difficulties it is facing in discharge of its duties and functions. It also shared the non-cooperative attitude of State Governments apart from lack of staff.

Supreme Court noted that NHRC is finding it helpless in taking any coercive steps as it has no authority to take action against authorities  or persons  who are found not follow the guidelines laid down by it.

NHRC does it have power to give directions or pass orders but can only make recommendations even in case it finds gross violation of Rights.”

The Bench said that it proposes to consider the grievance of the NHRC.

The Bench consisted of Justices M.B. Lokur and U.U. Lalit was dealing with a PIL petition on extra-judicial killings in militancy infested Manipur and the plea for repealing the Armed Forces (Special Powers) Act.
