Parichay meaning ‘identity’ is a collaborative effort between law schools in India to provide legal aid to those filing appeals against their exclusion from the National Register of Citizens (NRC) in Assam. The final list of the NRC, released on August 31, 2019, has been the largest citizenship determination exercise in the world, aimed at creating a definitive list of citizens for the state of Assam.
Legal aid is the last line of defence against this crisis, and Parichay strives to ensure that no one is rendered stateless for want of effective legal representation.
They are currently looking to fill the following positions:
Minimum fieldwork in Assam: At least 12 weeks (can be divided across the year) Work description: The Core team will work on documentation of the appeals process as well as coordinating Parichay’s research and legal assistance with the student volunteer teams.
Members of the core team will be taken on board the clinic for a year, during which they are expected to spend three months in Assam to provide documentation assistance to lawyers practising before the Foreigners’ Tribunals. Members of the core team will also work on creating training modules for lawyers, paralegals and law students.
Work description: Student volunteers will be taken on for two categories of tasks: research and drafting.
Research team: Volunteers will be expected to both provide short-term, immediate research assistance to lawyers in filing appeals, both before the Foreigner’s Tribunal as well as the
High Court, as well as to conduct longer-term research on questions of constitutional and public law related to citizenship, arising from the documentation of the NRC appeals process.
Drafting team: A dedicated group of volunteers will focus primarily on drafting appeals to be filed before the Foreigners’ Tribunals. Volunteers will be trained in drafting, and are expected to work with the core team in creating first drafts of appeals based on the factual matrix of each case, to be reviewed by the lawyers concerned.
Fieldwork requirement: Minimum 4 weeks
Student Volunteers: II-year and above in a 5-year LLB degree/any year in a 3-year LLB degree/LLM students.
Core Student Team (10 positions): II-year and above in a 5-year LLB degree/any year in a 3-year LLB degree/ LLM students.
Core Student Team: Minimum 1-year commitment
Student Volunteers: Minimum 6 months
