In an effort to enhance accessibility and flexibility in court proceedings, the Manipur High Court has implemented the hybrid functioning model, allowing for both virtual and physical hearings.

This innovative approach enables litigants and lawyers to participate in court sessions either through online video conferences or by being physically present in the courtroom.

The virtual aspect of these hearings offers convenience to litigants, allowing them to participate from any location within the state. To support the seamless conduct of video conferences and e-filing of cases, video conference facilities and e-filing services are made available at E-Sewa Kendras and District Collectors' offices. These establishments provide the necessary infrastructure and support to facilitate smooth video conferences and seamless e-filing processes.

The implementation of hybrid functioning is not limited to the Manipur High Court alone. The Computer Committee of the High Court is actively working toward implementing this model in the District Courts of Manipur as well, ensuring its wider reach and impact.

To assist litigants and advocates in the e-filing and video conferencing processes, dedicated helpline numbers have been established. For e-filing assistance, individuals can call the helpline at +91-9089812323, while for video conferencing queries, they can reach out to +91-8014829143. These helplines are designed to address any concerns related to the e-filing process and video conferencing and also offer technical support if needed.

To ensure smooth and standardized hybrid hearings, a comprehensive Standard Operating Procedure (SOP) has been developed. This SOP provides a set of guidelines that ensure all court protocols are upheld while conducting video conferences remotely. The Manipur High Court's website also offers access to video conferencing links and the SOP, allowing users to easily retrieve this information.

The implementation of hybrid functioning by the Manipur High Court aims to streamline court proceedings, making them more accessible and convenient for litigants. It comes as part of broader efforts to provide efficient and timely justice delivery, particularly in the wake of recent incidents of violence in Manipur.

The introduction of a circuit bench of the Manipur High Court in tribal-dominated districts further highlights the commitment to expedite case trials and provide relief to the affected population.
