After PM Modi announced Naitionwide Lockdown for 21 days, Ministry of Home Affairs has issued guidelines on the measures to be taken by Ministries/ Departments of Govt of India, State and UTs for containment of coronavirus pandemic.
Any person found violating the contaiment measures will be liable to be proceeded against as per the provisions of Section 51 to 60 of Disaster Management Act, 2005 besides legal action under Section 188 of the Indian Penal Code.
Some important highlights are as follows:
WHAT IS OPEN (DO NOT PANIC BUY)
1. Shops including ration shops (under PDS), dealing with food, beverages, fruits and vegetables, dairy and milk booths, meat and fish, animal fodder. However, District Authorities may encourge and facilitate home delivery to minimize movement of individuals outside homes.
2. Banks and Insurance Offices and ATMs.
3. Print and Electronic Media
4. Telecommunications. Internet Services, Broadcasting Services, IT and IT enabled Services only (for essential services only) as far as possible work from home.
5. Delivery of all essential goods including food, medicines, medical equipment through e-commerce.
6. Petrol Pumps, LPG, Petroleum and Gas Retail and Storage outlets.
7. Power Generation, transmission, distribution units and services,
8. Capital and Debt market services as notified by SEBI.
9. Cold Storage and warehousing services.
10. Private Security Services.
11. Police, Home Guards, Civil Defence, Army, Fire and Emergency Services, Disaster Management and prisons.
12. District Administration and Treasury
13. Electricity, Water, Sanitation,
14. Municipal Bodies- Sanitation, Personnel related to Water supply etc.
15. Hospitals and all other related medical establishments, their transportation.
WHAT REMAINS CLOSED
1. Offices of Goverment of India, its autonomous/Subordinate Offices and Public Corporations shall remains closed.
2. Offices of State/Union Territory Governments, their Autonomous Bodies, Corporations etc shall remain closed.
3. Commercial and Private Establishments shall be closed down.
4. Industrial Establishments will remain closed.
5. All transport services- air, rail, roadways remains suspended.
6. Hospitality services remains suspended apart from those catering to stranded guests.
7. All educational, training, research, coaching institutes etc shall remain closed.
8. All places of worship closed to public. No religiois congregations allowed, without any exception.
9. All social/political/sports/entertainment/academic/ cultural/ religious gaterings barred.
