The High Court of Orissa has issued a standard operating procedure (SOP) for the release of abandoned vehicles, which were used to commit offences, & are now overcrowding police stations across the state.

The Court issued the SOP on a Public Interest Litigation expressing concern over all kinds of vehicles, including 2-wheelers, 3-wheelers & 4-wheelers dumped outside the police stations.

It was filed by Ashis Ranjan Mohanty, a lawyer, who said such vehicles are causing encroachment on public road adjoining police stations & are also turning to junk. While seeking urgent directions, the petition contended that the spirit of law has not been adhered to & this has led to an impossible situation where most police stations are left with a large inventory of abandoned vehicles. In a reply to the petition, the additional superintendent of police, CID, crime branch informed the court that currently there are 19,149 vehicles, of which 1,536 are unclaimed & are spread over 37 police stations/offices of the police.

While issuing the SOP on Monday, the two-judge bench of Chief Justice S Muralidhar & Justice A K Mohapatra directed for the production of the vehicles seized by the police before the court concerned within one week during investigation or trial.
