In a recent order dated 7th August 2020, the Delhi HC had ordered Delhi University(DU) the setting up of a website ‘www.digicerti.du.ac.in’ for issuing digital degree certificates to students within one week of applying. DU had informed the court that the data of students till November 2019 is available with them. Pursuant to receiving 30,000 applications DU could not issue the certificates because contrary to what the Court was informed on the previous occasion, the data of students was not available with the Examinations branch and could only issue it to the petitioners of that case.

 DU thus filed an affidavit stating the timeline for issuance of the digital certificate to be 10 days under urgency and one month under non-urgency.  The officials even entrusted the court to that extent where they would appoint officials for issuing certificates. The petitioner however in this case raised certain other issues that are as follows:-

  1. Orders that were dated 7th August and 7th September were only for those who have graduated from 2017 onwards. The said judgment did not include other years.
  2. Issues regarding physical submissions of transcript/mark sheet
  3. Inclusion of urgency tab in the portal

The court with regard to the first issue stated that students who graduated prior to 2017 can also submit the application on the aforementioned website. With regard to the second issue, the court gave 10 days’ time to DU to submit an affidavit with respect to the issuance of online transcripts. With regards to provisions of paper degree, the court stated, “ DU officials shall confirm with the printer as to what would be the timeline, which would be required to print and supply the paper degrees to DU after the receipt of the data.” The last issue was addressed by the court stating that there already exists 4 options out of which 3 are related to the urgency of issuance. The court lastly directed DU to address the question of issuing a certificate via Digilocker in the said affidavit.
