Chief Justice of India Surya Kant underscored the urgent need for capacity building in judicial infrastructure, saying it is essential to meet the pressures of a growing population, rising litigation, and increasingly complex disputes, while laying foundation stones for seven major projects at the Patna High Court.
Addressing dignitaries during his visit to Bihar, the CJI inaugurated projects including an ADR building and auditorium, IT and administrative blocks, a multi-level parking facility, a hospital, residential accommodation for ministerial staff, and an annexe for the Advocate General’s office. The initiative is aimed at modernising court functioning, easing administrative bottlenecks, and improving access to justice.
CJI Kant linked infrastructure development directly to judicial efficiency, noting that courts today must evolve beyond paper-heavy processes to handle expanding caseloads and public expectations.
Emphasising the systemic importance of institutional support, the CJI observed that, “capacity building in judicial infrastructure is crucial to meet the demands of a growing population, increasing litigation and disputes of rising complexity.” He described administrative and IT facilities as the backbone of a modern court system, enabling data-driven, digitally enabled, and user-centric justice delivery.
Highlighting the inclusion of a hospital within the court complex, he added that justice is delivered by people, not machines, and institutional well-being is integral to judicial functioning. The visit also saw the launch of the e-ACR Nyaya application to digitise annual confidential reports.
