2. Mr. Piyush Garg, learned counsel for the respondent nos.3 to 7.

3. Mr. K.S. Mehta, learned Additional Chief Standing Counsel with Mr. Sudhir Kumar Nailwal, learned Standing Counsel for the respondent no.9.

4. Respondent nos.1 and 2 have died.

5. The said three applications have not been opposed.

6. In the interest of justice, the delay is condoned.

7. Mr. Ashish Joshi, Advocate, has sought ten days' time to file an amended memo of cause title of review application.

8. The delay Condonation application, setting aside abatement application and substitution application are disposed of accordingly.

9. Mr. Piyush Garg, Advocate, has sought two weeks' time to file his vakalatnama for the legal representatives of the deceased respondent no.2.
