1. Mr. Pankaj Kaushik, Mr. Shobhit Saharia, learned counsel for the petitioners.

2. Mr. B.S. Parihar, learned Addl. C.S.C. for the State of Uttarakhand.

3. Mr. D.S. Patni, learned Senior Counsel assisted by Mr. D. Barthwal, learned counsel for respondent no.2.

4. Mr. C.D. Bahuguna, learned Senior Counsel assisted by Mr. Chandra Shekhar Dalakoti, learned counsel.

5. Ms. Priyanka Aggarwal, Ms. Amrita Sharma and Mr. Abhishek Singh, learned counsel for respondent nos.8, 11, 12, 21, 22, 27, 28, 32, 34 & 35.

6. Office has reported vide its report dated 25.02.2026 that notices sent to respondent nos.3 to 6, 13 to 18, 20, 22 to 24, 26, 28, 30 to 50 and 52 to 80 have been duly delivered to them.

7. It is also stated that respondent nos.7 to 12, 19, 21, 25, 27 & 29 are represented by Mr. Chandra Shekhar Dalakoti, learned counsel.

8. Respondent nos.51 has yet not been served.

9. Learned counsel for the petitioner is permitted to take fresh steps to serve respondent no.51 by registered post. He shall also provide complete address of the said respondent to the Registry.

10. As it is stated by learned Senior Counsel appearing for respondent no.2 that respondent no.51 was served by respondent no.2 also, we permit respondent no.2 to file affidavit of service in this behalf.

11. List this case on 08.04.2026 along with connected matters and office report.

12. Meanwhile, rejoinder affidavit, if any, be filed in reply to counter affidavit of respondent no.2. Any other respondent, if desires to file counter affidavit in rebuttal may file the same by next date.

13. We are informed by Shri Anil Anthwal, learned counsel that one more petition being WPSB No.268/2023 pertaining to the seniority dispute is also pending.

14. Office shall verify the said fact and in case the subject matter of dispute in WPSB No.268/2023 is identical, the same shall also be listed with this bunch.
