Mr. Sandeep Adhikari, learned counsel for the petitioner.

2. Mr. J.S. Bisht, learned Standing Counsel for all the respondents.

3. Mr. Ranjan Kumar Mishra, Principal Chief Conservator of Forest, is present in-person.

4. On 23.02.2026, Mr. Ranjan Kumar Mishra, the respondent no.5, was not present. Therefore, a bailable warrant of Rs.10,000/- was issued against him.

5. A Recall Application (IA No.6 of 2026) has been filed by the respondent no.5.

6. Mr. Ranjan Kumar Mishra, the respondent no.5 submitted that he was impleaded in the present matter, but due to lack of permission from the State Government, the State Counsel could not represent him on 23.02.2026.

7. Having considered, the bailable warrant, issued against the respondent no.5, is cancelled.

8. Mr. J.S. Bisht, Standing Counsel submitted that the Hon'ble Division Bench has referred the matter to the larger Bench. He has sought two weeks' time to get fresh instructions from the concerned department.
