2. Mr. Jaywardhan Kandpal, learned S.C. for the State.

3. Mr. Deepak Bhatt, learned counsel appears and submits that he has got instructions to appear on behalf of respondent no4 only. He prays for and is granted 15 days' time to file his power in the present petition.

4. Respondent nos.3 and 5 are served.

5. However, respondent no.2 is still un-served. Learned counsel for the petitioner shall take fresh steps upon respondent no.2 within a week returnable within four weeks.

7. Meanwhile, respondents may file their counter affidavit.
