5. This writ petition has been filed by Samrat Prithaviraj Chauhan College, Dariyal Road, Kashipur, Udham Singh Nagar, seeking the following reliefs:-
"i. To issue an appropriate writ, order, or direction and set aside the effect of letter no K.U/Affiliation (Security/2025/1061 dated 28/03/2025 issued by the Registrar, Kumaun University Nainital and further declaring the imposition of `15,00,000 per course as a security deposit by Kumaun University for the B.Sc Maths group (Physics, Chemistry, Maths), B.Sc Bio Group (Zoology, Botany, Chemistry), BA (Hindi, English, History, Political science, Sociology, Education, Home Science, drawing), MA (Hindi, Sociology, Education) and B.Com, M.Com course affiliation process as arbitrary, Irrational, and in violation of the Kumaun University Guidelines regarding Affiliation and security deposits and quash the same.
ii. To issue an appropriate writ order or direction in the nature of mandamus Directing respondent no 1 adhere to the security deposit prescribed in Kumaun University Guidelines applicable till academic session 2024-25 regarding Affiliation and security deposits and further direct the respondent no 1 to continue the inspection process for academic year 2025-26 and ensure timely completion of affiliation process of the college."

According to the petitioner, it is conducting different educational programmes, 2025:UHC:9373 both at Graduate and Post Graduate level, however, the University is insisting for deposit of `15,00,000/- per course as security from the petitioner for B.Sc. Mathematics Group (Physics, Chemistry, Maths), B.Sc. Bio Group (Zoology, Botany, Chemistry), BA (Hindi, English, History, Political science, Sociology, Education, Home Science, Drawing) etc.
7. Learned counsel for petitioner submits that insistence upon deposit of`15,00,000/- for each course, is unjust and illegal. He relies upon Division Bench judgment of this Court rendered in Special Appeal No. 657 of 2019 and submits that the writ petition deserves to be decided in terms of the said judgment.
8. Mr. Rajeev Singh Bisht, learned counsel appearing for the University do not dispute the said submission and submits that writ petition can also be decided in terms of the aforesaid judgment.
9. In view of the consensus between learned counsel for the parties, writ petition is decided in terms of the judgment dated 10.7.2019, rendered in Special Appeal No. 657 of 2019.
