An affidavit has been filed by the District Magistrate, Haridwar, which discloses that the Haridwar-Roorkee Development Authority, Haridwar, has prepared a DPR for construction of shelter homes on the allotted land. The estimate of the said work is Rs. 148.36 lakhs, which has been forwarded by the District Magistrate to the Principal Secretary, Urban Development Department, Uttarakhand and the Secretary, Social Welfare Department, Uttarakhand for disbursement of the amount. Subsequent reminders have been sent on 16.12.2022 and 30.12.2022.

On 24.12.2022, the District Magistrate has also requested the Director, Social Welfare, Uttarakhand, for requesting the State Government to release the amount under the estimate.

However, there has been no further development. There is no explanation by the

State as to why the DPR and the estimate has not been processed and responded to till date.

We direct the Principal Secretary, Urban Development Department, Uttarakhand and the Secretary, Social Welfare Department, Uttarakhand, to respond to the said DPR and the estimate, so that there is no further delay in the matter or construction of shelter homes.

A compliance report in this regard be filed by the next date.

The respondent should comply with the direction issued on 28.11.2022 with regard to compliance of the judgment of the Supreme Court in Pankaj Sinha Vs. Union of India and Others, AIR 2018, SC 4297.
