                                     Mr. Narendra Bali, learned counsel for
                               the petitioner.
                                     This is an application for review of the
                               order dated 17.11.2021 passed by this
                               Court wherein this Court dismissed the writ
                               petition by resorting to Section 21 of the
                               Civil Procedure Code, 1908.
                                     Learned counsel for the applicant
                               relies upon the judgment of the Hon'ble
                               Supreme Court in the case of "Chief
                               Engineer, Hydel Project & Ors. vs. Ravinder
                               Nath & Ors." AIR 2008 Supreme Court
                               1315. In view of the ratio decided by the
                               Hon'ble Supreme Court notice be issued to
                               the respondent through registered/speed
