             This Writ Petition coming on for hearing this day,
      Hon'ble Shri Justice Manoj Kumar Tiwari, J. delivered the
      following Judgment:


                          JUDGEMENT

Petitioner is aggrieved by the orders dated 09.09.2008, 28.02.2021 & 09.07.2021 passed by District Magistrate, Rudraprayag. By the order dated 09.09.2008, petitioner was asked to make good the loss suffered by the State on account of his negligence while preparing a report for identifying a place suitable for construction of Helipad.

2. The subsequent order is an offshoot of the first order, whereby it has been provided that amount indicated in the earlier order, shall be recovered from the pension of the petitioner.

3. Since petitioner has approached this Court after 13 years of passing of the first order, therefore, this Court is not inclined to entertain this writ petition at this belated stage.

4. Accordingly, writ petition is dismissed on the ground of delay and laches.
