Sarma, learned Additional GA appearing for the respondents-State and Mr. B. Majumder, learned Deputy SGI appearing for the respondents-Union of India. Mr. D. Sarma, learned Additional GA has prayed for listing the matter after vacation because he will rely upon some judgments passed by the Hon'ble Supreme Court which may be a guiding factor to resolve the controversies raised in this writ petition.
