Order
19/03/2026
1. Learned counsel for the petitioner submits that the present
bunch of writ petitions is arising out of not giving No Objection
Certificate to the petitioner-Institution by the State Government in
view of the case pending of anti corruption by CBI.
2. Learned counsel also submits that in the meantime, the ACB
has already filed a Final Report and the same has been accepted
and CBI has also clarified that no case is pending against the
petitioner with them.
3. Learned counsel, instead of arguing the matters on merits,
seeks limited indulgence of this Court to direct the respondent-
State to consider the case/prayers of the petitioner-Institution in
view of the subsequent development and after verifying the said
fact, shall take appropriate decision upon the petitioner-
Institution.

4. The aforesaid submission/indulgence has not been objected
by learned counsel for the respondents.
5. In view of the above, this Court deems it appropriate to
dispose of the writ petitions with a direction to the petitioner to
submit a detailed representation along with all necessary
documents to the State Government/Medical & Health Department
within a period of three days from today.
6. On receipt of such representation, the respondents-
authorities are directed to consider and decide the same after
checking the veracity of the said contention and in view of the
other requirements of rules/norms strictly in accordance with law,
within a period of 15 days thereafter.
7. It is made clear that this order shall not be construed as
direction to the respondents-Authorities to decide the
representation of the petitioner in any manner, but only in
accordance with law.
8. It is also made clear that the present order is only relating to
the extent of issuing grant of No Objection Certificate by the State
Government. So far as the issue with regard to the affiliation is
concerned, the respondent-University is directed to take
appropriate decision in this regard.
9. Accordingly, the writ petitions are disposed of.
10. Stay application and all pending application(s) are also
disposed of.
