1. Representing petitioners, Senior Counsel Mr. Manish Sisodia
states that respondent No. 5 - college, where petitioners are
studying, is affiliated with Rajasthan University of Veterinary and
Animal Sciences, Bikaner, and the affiliation is in currency till
2026. Learned counsel submits that petitioners have taken part in
counseling proceedings for the course of Animal Husbandry
Diploma Programme (2023-24), wherein, after the counselling,

respondent university itself has allotted seats in respondent No.5
- college and, pursuant to the allotment, petitioners have already
undergone studies for a two year. It is stated that recently,
Controller of Examination of respondent university has issued
notification dated 19.02.2026, calling upon the students to fill the
examination form. However, learned counsel submits, in spite of
completing their studies for two year, petitioner-students are now
not permitted by respondent university to fill the examination
form.
2. Matter requires consideration.
3. Issue notice to respondent No. 5 only. Issue notice of the
stay application also, returnable within a period of four weeks.
4. Learned counsel for the petitioner is directed to supply a
copy of Writ petition to Mr. S.S. Laddrecha, AAG, who represents
respondent Nos. 1 and 2, so also to Mr. Ajay Vyas, who represents
respondent Nos. 3, 4 and 6.
5. In the meantime, respondent university is directed to permit
petitioners to fill the examination form, which shall be accepted
provisionally and students be permitted to appear in ensuing
examination.
6. It will be open for respondents to move appropriate
application seeking vacation/modification of this interim order.
