Order

14/10/2025

1. By way of filing the instant writ petition, the petitioner is

seeking issuance of directions by this Court to the respondents to

consider the candidature of the petitioner and to give her payment

on the post of Patwari with all consequential benefits in pursuance

of advertisement dated 04.11.2015 (Annexure-1).

(Uploaded on 17/10/2025 at 02:45:53 PM)

[2025:RJ-JD:45150] (2 of 3) [CW-1076/2018]

2. I have heard the learned counsel for the parties and gone

through the niceties of the matter.

3. The respondent department issued an advertisement for

direct recruitment to the post of Patwari on 04.11.2015

(Annexure-1). The eligibility criteria have been shown at point

No.7 of the advertisement itself. The petitioner claims to have

obtained a certificate of RS-CIT from Vardhman Mahaveer Open

University, Kota (Annexure-7), which is the certificate of

petitioner-Basanti Gameti issued on 28.06.2016. As per point

No.7 of the advertisement, she must have acquired the requisite

qualification at the time of filing the application form.

3.1 A corrigendum was also issued by the respondent

department whereby certain relaxations were made vide

Annexure-3 dated 30.11.2015, permitting aspirants who had

appeared in the Class 12th Board Examination and were awaiting

their results or the final year computer diploma results to be

considered eligible till the declaration of such results. This is not

the case of the petitioner because she acquired the certificate of

having passed the University examination and was awarded the

Rajasthan State Certificate in Information Technology (RS-CIT),

which was issued on 28.06.2016. The last date for submitting the

application form for aspirants was 30.11.2015.

3.2 I am of the view that though the corrigendum dated

30.11.2015 extended further time for providing options to those

aspirants who fulfilled the qualification of the 12th Secondary

Board Examination or the final year of the computer diploma

before the commencement of the preliminary examination, there

[2025:RJ-JD:45150] (3 of 3) [CW-1076/2018]

is no whisper in the corrigendum dated 30.11.2015 regarding a

certificate in relation to the RS-CIT course. Since the requisite

certificate had not been obtained before the due date, there is no

force in the instant petition.

3.3 The case of the petitioner is squarely covered by the

judgment passed by the Division Bench of this Court in the case of

Ramdeen v. State of Rajasthan & Anr. in D.B. Spl. Appl. Writ

No.1000/2017, decided on 02.02.2018, wherein the same

controversy has been resolved.

4. Accordingly, the instant writ petition is dismissed as having

no force.

5. Stay petition and all pending applications, if any, stands

disposed of.
