the judgment of this Court in S.B. Civil Writ Petition

No.4113/2017 (Anil Bhandari & Ors. V/s State of

Rajasthan & Ors.) decided on 06.05.2019.

Learned counsel for the petitioners are not in a position to

controvert the submissions of the learned counsel for the

respondents.
