(1) Mr. Agarwal, learned counsel appearing for the petitioner

submits that the issue involved in the present writ petition is

squarely covered by a judgment of this Court rendered in the case

of Smt. Neeraj Vs. State of Rajasthan & Ors. (SBCWP

No.4384/2020), decided on 7.12.2020.

(2) Mr. Kailash Choudhary, learned counsel appearing for the

respondents is not in a position to dispute the aforesaid position of

facts and law.

(3) In view of the aforesaid, the present writ petition is allowed.

The respondents are directed to accept petitioner's leave

application as early as possible preferably by 20.5.2021.

(4) In case, no positive order is passed by 20.5.2021, the

petitioner can proceed for leave from 21.5.2021 for a period of 45

days, even in absence of an order of competent authority.

(5) The petitioner may produce a web copy of this order, which

shall be deemed sufficient for all purposes.

(6) The stay application and interlocutory application stand

disposed of accordingly.
