IN THE HIGH COURT OF ORISSA AT CUTTACK

        W.P.(C) Nos. 29554, 29555, 29558, 29838, 29841,
      29878, 29881, 30147, 30149, 30151 & 32571 of 2021
        N. Ramachandra Reddy .... Petitioner
                                                         Mr. B.S. Das, Advocate

                               -versus-
        State of Odisha & Others
                                  .... Opposite Parties
                                                         Mr. C.K. Pradhan, AGA

                            CORAM:
               JUSTICE BIRAJA PRASANNA SATAPATHY
                                         ORDER

27.10.2025 Order No.

05. 1. This matter is taken up through Hybrid Arrangement (Virtual/Physical) Mode.

2. Heard learned counsel appearing for the Parties.

3. Since the present batch of Writ Petitions have been filed inter with the similar prayer, all the Writ Petitions were heard analogously and disposed of the present common order.

4. All these Writ Petitions have been filed inter alia seeking a direction on the Opposite Parties to regularize the services of the Petitioners taking into account their long continuance w.e.f. 1993 onwards.

4.1. It is contended that in view of such long continuance as NMRs / DLRs under Opposite Party No.4, in view of the recent decision of the Hon'ble Apex Court in // 2 //

the case of Jaggo Vrs. Union of India and Others, Shripal and Anr. vrs. Nagar Nigam, Ghaziabad and Dharam Singh & Others Vs. State of U.P & Another, (Civil Appeal No.8558 of 2018, disposed of on 19.08.2025), Petitioners are eligible and entitled to get the benefit of regularization. But till date no decision has been taken in considering the genuine grievance of the Petitioners to get the benefit of regularization.

5. Even though a counter affidavit has been filed by Opposite Party No.3 indicating therein that Petitioners are not eligible and entitled to get the benefit of regularization in view of some decisions of the Hon'ble Apex Court, but this Court taking into account the recent judgments passed in the case of Jaggo, Shripal & Dharam Singh, is of the view that Petitioners' claim requires consideration in the light of the said judgments.

5.1. Therefore, this Court while disposing the Writ Petitions directs Opposite Party No.3 to take a decision on the Petitioners' claim by following the decision in the case of Jaggo, Shripal & Dharam Singh. Such a decision as directed be taken and communicated within a period of two (2) months from the date of receipt of this order to each of the Petitioners in the present batch of Writ Petitions.

6. Accordingly, all the Writ Petitions stand disposed of.

7. Photocopy of the order be placed in the connected cases.
